DUO: The Dutch Education Service for Integration and Student Finance

DUO (Dienst Uitvoering Onderwijs) is the Dutch government agency responsible for student finance, exam registration, and the administrative side of inburgering. Every newcomer who needs to integrate will deal with DUO at some point.

What DUO Handles

DUO at https://duo.nl manages the inburgering loan system — newcomers can borrow money to pay for their integration courses and exams. DUO also registers you for the inburgering exams, sends your results, and tracks your progress toward meeting the integration requirement within the three-year deadline.

Beyond inburgering, DUO handles student finance (studiefinanciering) for Dutch and eligible international students in higher education, and manages the registration of diplomas. For learners continuing beyond integration into formal education, DUO is the gateway to funding.

Practical Information

Most interaction with DUO happens through Mijn DUO, the online portal where you can check your loan balance, exam dates, and correspondence. The site is available in Dutch and English, though detailed policy documents are often Dutch-only. Phone support is available, but wait times can be long during peak periods.

Limitations

DUO is a bureaucratic organization — processes can feel slow and impersonal. Loan terms and conditions are complex, and the consequences of missing the three-year inburgering deadline (including fines and having to repay your loan in full) are serious. DUO provides the rules and administration but does not offer teaching, tutoring, or language support. For that, you need to find a school through Zoekinburgerschool.nl or your municipality.
