If you trained as a teacher outside the Netherlands or Flanders, the Dutch requirement is not one target. It is two separate systems. Flanders routes teacher candidates through CNaVT profiles, while the Netherlands uses Staatsexamen NT2, Inburgering, and employer or registration requirements that sit on top of both. Pick the certificate your qualification route actually names, then build the language work around it.

Start with the country, not the level

A B2 certificate from one system does not automatically satisfy the other. Flanders and the Netherlands recognise different exams, and teaching registration bodies set their own conditions. Before you book anything, confirm which certificate your route requires. Check the official source for your specific situation, because the rules differ by sector, by region, and by whether you are registering as a teacher or applying for a job.

The Flemish route: CNaVT profiles

CNaVT Educatief Profiel is the education-sector profile at B2. It tests Dutch in teaching and educational contexts, which is exactly the register you will use in a Flemish classroom. This fits candidates who already know their route requires an education-specific certificate. It does not fit someone who only needs a general language certificate for a non-teaching job.

CNaVT FORMAK sits at C1 and is aimed at French-speaking teacher training candidates. It is the academic Dutch certificate for that group. If you are not in a French-language teacher training programme, this is probably not your exam, even if your Dutch is strong enough.

For the Flemish vocabulary and pronunciation that CNaVT assumes, Learn Dutch with Alain covers Belgian Dutch specifically: Vlaams words, expressions, and the sound differences that mark you as a local speaker rather than a Netherlands speaker. Useful if you are preparing in Flanders. Less useful if your target is a Dutch school in Amsterdam.

The Dutch route: NT2 and Inburgering

Staatsexamen NT2 has two programmes. Programma I is B1 and is aimed at work and vocational study. Programma II is B2 and is used for higher education and many professional roles. Which one you need depends on the teaching job and the registration requirement. Check the official source rather than assuming the higher programme is always the safer choice.

Inburgering is a separate obligation. Under the 2021 Civic Integration Act, with the obligation starting 1 January 2022, the standard route is B1, with exams in reading, listening, writing and speaking plus KNM. A municipality can allow A2 after substantial effort. Older obligations used A2. Naturalisation is different again: the language requirement is A2 in 2026, with a move to B1 planned but no confirmed start date.
