If you are a working parent with limited study time, prep listening and speaking first. They carry the most everyday value, they can be practised in small gaps, and they feed into reading and writing later. Put KNM and ONA after the language parts are moving, unless your municipality has set a different order for you.
Why listening and speaking come first
Listening and speaking are the parts you can rehearse without a desk. A commute, a school run, a queue at the supermarket: all of it can hold five minutes of Dutch audio or a short spoken repetition. Reading and writing need a table, a screen and a quiet half hour, which is exactly what working parents struggle to find.
There is also a practical reason. Speaking is the part most adults avoid, and it is the part that improves fastest with regular low-stakes exposure. If you leave it until the end, you will be cramming the hardest component under time pressure.
The official exam structure is set out on Inburgeringsexamen (DUO), which covers reading, listening, writing, speaking, KNM and ONA. Under the 2021 Civic Integration Act, the standard route is B1, and a municipality can allow A2 after substantial effort. Older obligations used A2. Check the official source for your own obligation.
A realistic order for a busy week
- Listening, daily, 10 to 15 minutes. Podcasts, news in simple Dutch, or the audio in your course.
- Speaking, three times a week, 10 minutes. Record yourself, repeat phrases, or book a short tutor session.
- Reading, twice a week, 20 minutes. Start with short texts and exam-style questions.
- Writing, once a week, 30 minutes. Short messages first, then longer answers.
- KNM and ONA, later, in blocks. These are knowledge and portfolio tasks and can be scheduled once the language parts feel stable.
If you are on an A2 route, the same order holds. The content is simpler, not different in kind.
Which providers fit a working parent
inburgeren.nl is the official DUO portal. It is the place to confirm test info, booking and study materials, and it fits anyone who needs the authoritative version of the rules. It is not a course, so it will not teach you Dutch.
StroopTaal suits parents who want short scenario-based practice on a phone in odd moments. It is strong for inburgering and NT2 prep at A0 to B1. It is a poor fit if you need a classroom, a fixed schedule or a teacher who corrects your speech live.
TopTaal NT2 Expert BV is a practical option for parents who want a school with Blik op Werk certification and both online and in-person formats across several cities. It fits A1 to B2 learners who can commit to a course rhythm. It is less suitable if your shifts change weekly and you cannot attend regularly.
Hamrah Taalschool Rotterdam works well for Rotterdam-based parents who want an all-round school with NT2 preparation and business Dutch. It is a weaker fit if you live far from Rotterdam and need purely online study.
Blik op Werk Quality Mark is not a course. It is the certification to look for when checking whether a government-funded school meets the quality standard. Use it as a filter, not a study plan.
DUO - Dienst Uitvoering Onderwijs handles loans, exam registration and paperwork. It fits the admin side of your trajectory. It does not replace a course.
If you want a tutor for the speaking part, browse Dutch tutors. A Verified Pro on this site means a tutor with 3,000+ lessons and a 4.9+ rating on their platform.

What to do in the first two weeks
Pick one listening source and one speaking habit. Do them daily for ten days before adding anything else. In parallel, open inburgeren.nl and confirm your exam parts and level with your municipality. If you are unsure which route fits your situation, the path finder and the inburgering section can narrow it down.
Do not buy a course in week one. Prices and schedules change, so check with each provider directly before committing. A short trial or intake conversation will tell you more than any comparison table.
If you are aiming at NT2 instead
Some parents are preparing for the Staatsexamen NT2 rather than inburgering. Programma I is B1 for work and vocational study; Programma II is B2 for higher education and many professional roles. The same order applies: listening and speaking first, then reading and writing. See NT2 prep for the wider picture, and cities if you want to find local options.
A note on naturalisation
The language requirement for naturalisation is A2 in 2026. A move to B1 is planned but has no confirmed start date. If naturalisation is your goal, confirm the current rule on the official source before you plan your study level.
How we know this: the options come from The Dutch Directory listings checked on 2026-11-03, and fit scores are editorial, not user ratings.
