Executive verdict
Inburgering cost has two very different scales. A self-paying learner owes EUR 250 for four language components and KNM, or EUR 290 when ONA is also required, before tuition and other expenses [1]. The B1 and B2 Staatsexamen NT2 language examinations both cost EUR 200 in total, so moving to the higher exam level does not itself increase the examination tariff [2].
Courses can change the bill substantially. Our calculation from Voorwaartz's published course stages produces a beginner-to-B1 tuition, materials and internal-test subtotal of EUR 8,769, before official examinations [3]. This is a worked example, not an average or a guaranteed completion price.
Who pays matters as much as what the school charges. Under the current municipal system, asylum status holders receive a funded learning route, while family migrants without asylum status generally finance their own tuition [4]. For borrowers who must repay, DUO lists an integration-loan interest rate of 2.29% for 2026 [5].
The major recent correction concerns refugees in the older system: DUO's notice of 6 July 2026 announces refunds of qualifying paid fines and loan repayments, with outstanding amounts cancelled [6]. Advice that repayment disappears only if an asylum status holder finishes on time is therefore outdated.
The useful budget is personal: establish your legal regime, required components, starting level and funding decision before buying a course. An exam tariff, a school's invoice and a repayable loan measure different things.
Which inburgering rules determine your cost?
Your legal regime and required components determine the examination bill. Buying a course labelled “inburgering” does not establish which legal requirements apply to you.
Inburgering (civic integration) covers language learning and participation in Dutch society. This report concerns the Netherlands' system. Prices quoted for Dutch language study in Flanders cannot establish what a Dutch integration obligation will cost.
The Wet inburgering 2021 (Civic Integration Act 2021) applies to people whose obligation began on or after 1 January 2022 [4]. The law's name and commencement year differ. Learners still completing an older obligation can fall under the Wet inburgering 2013 (Civic Integration Act 2013); taking an examination now does not automatically transfer them into the newer system [7].
Under the municipal system, your persoonlijk plan inburgering en participatie (personal integration and participation plan, PIP) specifies your route and examinations [7]. Use the plan together with Mijn Inburgering, DUO's personal portal, when checking a school's proposal.
A2 integration and naturalisation are different budgeting questions
For the older regime, DUO specifies A2 or higher and distinguishes requirements by the date the obligation began. ONA enters the list from 1 January 2015; the participation statement process enters from 1 October 2017 [7]. Consequently, a quoted “complete” examination total can include components another learner does not need.
Naturalisation is a separate legal purpose. IND's current guidance specifies an integration examination at A2 for naturalisation, subject to exemptions [8]. A compulsory B1 learning route and the language requirement for a citizenship application should therefore be checked separately.
The Staatsexamen Nederlands als tweede taal (Dutch as a second language state examination, NT2) has Programma I at B1 and Programma II at B2 [9]. Those programmes certify language skills. Additional integration obligations depend on your case.
The route changes what completion involves
The B1-route (B1 learning route) combines language learning with participation. The onderwijsroute (education route) prepares learners for further education. The zelfredzaamheidsroute (self-reliance route, Z-route) ends with a municipal interview and certificate; its language examinations are optional [10].
This means the standard examination bundle is useful for planning a B1 examination route, but should not be assigned automatically to every Z-route learner. Ask what completion means in your PIP before calculating the number of paid attempts.

How much does the inburgering exam cost?
The ordinary domestic language and KNM components each cost EUR 50; ONA costs EUR 40 when required [1][11]. NT2 charges the same language examination fees at B1 and B2 [2].
These are examination charges, separate from school tuition, books and preparation. The table distinguishes a language diploma from an integration bundle.

The participatieverklaringstraject (participation statement process, PVT) is free under the municipal regime. Under the older regime, a non-asylum learner pays EUR 150 when PVT is required [1][7]. Adding that to the bundle containing ONA gives EUR 440 before tuition, our calculation [1].
The relevant comparison is straightforward: exam registration does not explain a large price difference between an A2 course and a B1 course. Tuition duration, teaching provision and included services need separate investigation.
KNM is an examination fee, not a preparation package
Kennis van de Nederlandse Maatschappij (knowledge of Dutch society, KNM) tests subjects such as housing and work [11]. A language course price may or may not include teaching for it. Ask the school to identify KNM preparation explicitly rather than assuming it is covered by the course title.
ONA's fee does not include its course alternative
Oriëntatie op de Nederlandse Arbeidsmarkt (orientation on the Dutch labour market, ONA) involves a portfolio followed by either a final interview or 64 hours of an approved ONA course [11]. The course alternative has its own provider price. Paying DUO's examination fee does not purchase those lessons.
Before buying ONA preparation, check exemptions. Employees may qualify after working in the Netherlands for at least 6 of the preceding 12 months, for at least 48 hours per month. DUO says an ONA payment is not refunded if an exemption is subsequently granted [12].
Module Arbeidsmarkt en Participatie (labour market and participation module, MAP) belongs to the municipal system and replaces the need for ONA for learners obligated under that system [11]. It should not be sold to those learners as an additional mandatory ONA examination package.
Who pays for inburgering, and what does the DUO loan cover?
Municipal funding depends on your status. A DUO loan pays eligible invoices for an approved borrower; it does not make a privately purchased course free.
For asylum status holders under the municipal regime, the municipality chooses the course. Other learners under that regime can choose their course, while the municipality determines the learning route [13]. That distinction affects both shopping around and whether a private invoice will be funded.

The funded attempts for asylum status holders must respect the language level in their PIP: a lower-level examination is not automatically free. Further attempts are payable by the learner, who cannot finance them with a DUO integration loan under this regime [1].
The borrowing ceiling is not a course allowance
DUO's amount page confirms that non-asylum borrowers receive an income-dependent decision [14]. The government's explanation of the amended lending rules identifies a maximum of EUR 10,000 for obligated family migrants [16]. The maximum and your individual entitlement are different amounts.
DUO normally assesses income from two years earlier. If income has fallen, you can request assessment using a different income year [14]. Use the official calculation aid and obtain the award letter before committing to invoices that depend on borrowing.
Borrowed money goes directly to the course provider or examination service. It does not arrive as spending money in your bank account [15]. Keep the school's contract total, DUO's approved lending amount and your remaining available balance together when planning later stages.
Books can be financed, but several incidental charges cannot
DUO expressly allows course materials, including books and course folders, to be paid from the loan [17]. Claims that the integration loan never covers books are incorrect.
The same page excludes laptops, tablets, withdrawal charges, copying, administration and intake fees [17]. DUO's instructions to schools additionally exclude travel costs [18]. An invoice can therefore contain legitimate charges that still require cash outside the loan.
DUO normally accepts a maximum of EUR 2,000 in provider invoices per learner per quarter, with a specified exception for the final quarter after successful completion [18]. Our inference is that an adequate overall borrowing balance can still leave an invoice-timing problem. Have the school explain the payment schedule before signing.
Approve an invoice only after comparing it with the contract and lessons supplied. DUO's payment procedure asks learners to accept correct invoices and reject incorrect ones [17].
How much do inburgering courses cost?
Published course stages can cost several thousand euros across a complete learning pathway. A course's starting level, included materials and teaching time make its price more informative than the label “B1”.
The examples below are provider quotations, not a representative national sample. They were checked for this report; Voorwaartz explicitly labels its schedule as its course prices for 2026 [3]. We make no quality ranking.
Babel publishes EUR 1,075 for its A2-to-B1 course, excluding materials. It specifies 34 meetings lasting 105 minutes each [19]. Our calculation converts that to 59.5 clock hours and approximately EUR 18.07 per 60 minutes of scheduled teaching, before materials [19].

We retain Voorwaartz's full stage prices rather than inventing a clock-hour conversion. A dagdeel (half-day session) is not a standardized lesson length. Its separately advertised hourly rate cannot resolve the precise scheduled minutes in these stage packages [3].
This is why the table supports budget construction, not a declaration that one school is cheaper for equivalent instruction. Babel's programme also requires substantial independent study alongside meetings [19]. Comparing invoices without comparing that workload would obscure what the learner must supply.
Worked budgets from published stages
The following totals are our calculations. They assume the listed stages suffice, the learner passes the required examinations without paid retakes, and no exemption removes a component [1][2][3][19].

These are conditional subtotals. Confirm whether KNM teaching is included, what the school's internal tests assess, and whether additional preparation is needed. A provider's end test and an official DUO examination should be checked as separate invoice items.

Does the B1 route require 600 paid lesson hours?
The 600-hour threshold concerns eligibility to scale down from B1 to A2. It should not be treated as a universal minimum course purchase for every learner who successfully completes B1.
DUO says learners who have followed at least 600 hours of language lessons and still cannot pass B1 should discuss scaling down with their municipality [10]. Divosa's guidance adds that the qualifying instruction must be through an appropriately recognized institution and that sufficient effort must be evident [20].
The distinction matters financially. A learner who can pass B1 and a learner who needs formally approved scaling down face different evidential questions. Buying a short preparation course does not automatically create the documented hours required for the latter.
For scaling down, Divosa's guidance referring to the current quality-mark handbook requires at least 20% of the qualifying hours to have been attended in a classroom [20]. Applied to the threshold, that is 120 classroom hours, our calculation [20]. An online learning subscription should therefore be assessed separately for skill development and for any officially counted hours.
Our inference is that the cheapest preparation can become expensive if it leaves a learner needing a change of level without the necessary records. Discuss that possibility early with the municipality and school, while there is time to adjust the plan.
The municipality's cost is a different figure
A government letter dated 28 January 2026 reports average municipal learning-route costs of EUR 9,700 for B1, EUR 11,400 for the Z-route and EUR 17,100 for the education route [21]. The underlying research concerns municipalities' costs in 2024 [21]. These are public procurement averages, not a retail tariff or a bill payable by each learner.
They illustrate the economic scale of supported routes. They do not establish that a family migrant must buy a course costing the municipal average, or that a private course with a lower invoice supplies equivalent support.
Ask what each proposal includes: language instruction, KNM teaching, assessment, participation activities, progress reporting and support when the planned level proves difficult. Compare the services you need with the services the quotation actually promises.
What does a DUO integration loan cost per month in 2026?
For borrowers who must repay, the published integration-loan rate is 2.29% for 2026, but an existing fixed-rate period may preserve a different rate [5][22]. There is no universal monthly repayment amount.
DUO's interest announcement distinguishes two periods: while integration is ongoing, the rate is reviewed annually; during repayment, it is normally fixed for five years [22]. Treat the published annual rate as a rule for the relevant rate period, rather than a promise covering the entire debt.
DUO says repayment begins six months after integration is completed and allows ten years for repayment [5]. As a scale illustration, spreading the maximum EUR 10,000 principal over 120 months gives EUR 83.33 per month before interest, our calculation [5][16]. That division is not a DUO repayment quotation.
The actual bill depends on the outstanding balance, accrued interest, applicable fixed rate and any approved reduction. DUO permits requests for a lower monthly amount and allows early repayment [5]. A school quoting a monthly instalment is quoting a different payment arrangement from DUO's debt collection schedule.
The asylum-status repayment correction
DUO's current repayment page says asylum status holders never have to repay their integration loan [5]. Its restoration notice of 6 July 2026 says qualifying asylum status holders under the older regime will receive paid fines and loan repayments back, while outstanding amounts disappear [6].
The judicial background includes the Raad van State ruling announced on 9 July 2025, which rejected the penalty and loan repayment imposed on an asylum status holder for late completion [23]. The current administrative guidance must be read alongside that later restoration programme.
There is a documented conflict in the wording of official pages. DUO's interest notice of 15 October 2025 still describes asylum borrowers who finish on time as exempt from repayment and interest [22]. The newer repayment guidance removes that timing condition [5][6]. We use the current guidance for the repayment conclusion and the older notice only for its rate-period explanation.
The restoration notice excludes family and other migrants, says integration obligations continue, and says DUO will write to eligible people in autumn 2026 [6]. It does not publish a guaranteed personal refund date. Do not budget a forthcoming refund as cash already available.
What extra inburgering costs should you budget for?
Travel, childcare, unfunded invoice items and additional examination attempts can remain payable even when tuition is financed. Some migrants also face a separate examination abroad before moving.
The examination abroad is a separate budget
The basisexamen inburgering buitenland (basic civic integration examination abroad) costs EUR 150 in total. Naar Nederland currently lists its speaking, reading and society components at EUR 50 each [24]. NederlandWereldwijd independently confirms the total on its Germany instructions [25].
This A1 examination is a different requirement from completing integration after arrival [25][26]. Where both apply, the abroad examination and a domestic language-plus-KNM bundle sum to EUR 400 in examination fees alone, our calculation [1][2][24]. An older-regime requirement involving ONA can change the domestic part.
These examination subtotals exclude residence-permit and citizenship application charges. Passing an integration examination and submitting an immigration or naturalisation application are separate steps [8][26].
Do not infer a separate national tariff from searches mentioning Berlin, India or the United States. The Germany instructions identify the examination location and residence conditions, while retaining the standard abroad fee [25]. Travel to an available embassy, documents and payment charges require their own budget.
IND lists US citizens among those exempt from this pre-entry examination [26]. That exemption should not be assumed to settle later integration or naturalisation requirements. IND also says the passed examination result is valid for an MVV application for one year [26].
Retakes and cancellations
For self-paying domestic language components, each further paid attempt adds the component fee. Repeating two such components adds EUR 100, our calculation [1][2]. The funded-attempt rules for asylum status holders must be applied separately.
Cancellation rules differ by examination service. DUO's A2 and knowledge-exam booking guidance permits a refund when cancellation occurs at least one week before the examination [27]. NT2 requires cancellation at least four weeks beforehand [28]. A learner switching between services should check the actual deadline instead of assuming the same policy applies.
The direct financial risk is the forfeited fee. Our inference is that the wider cost can include another journey, additional preparation and rearranged work or care commitments. These depend on the household, so we do not attach an invented standard allowance.
Childcare and travel assistance
Kinderopvangtoeslag (childcare benefit) can support eligible parents following a compulsory integration course at an approved school, subject to the other benefit conditions [29]. Dienst Toeslagen specifies that registered childcare is required and that parents always pay part of the cost themselves [29].
Calculate the remaining childcare bill after an eligibility check, using the provider's actual charges. A tuition loan and childcare benefit are separate funding mechanisms.
DUO says some municipalities provide assistance with travel to a course outside the learner's home town, but others do not [1]. Ask the municipality what applies before choosing a distant school.
Deadline penalties are contingent costs
DUO lists maximum late-completion fines of EUR 1,000 under the municipal regime and EUR 1,250 under the older regime for relevant non-asylum learners. Its listed penalties for missing MAP or PVT deadlines are EUR 340 [30].
These are conditional sanctions, not ordinary course fees or inevitable budget additions. The asylum-status exception and restoration guidance must be respected [6][30]. If records are incomplete or a deadline needs review, deal with the municipality and DUO promptly.
Existing qualifications can remove expenditure
Check recognition before registering for a duplicate examination. IND's naturalisation guidance distinguishes full exemptions, including qualifying NT2 diplomas, from partial exemptions involving a Certificaat Nederlands als Vreemde Taal (Certificate of Dutch as a Foreign Language, CNaVT) [8].
The legal purpose matters: recognition for naturalisation should not be assumed to resolve an existing municipal PIP. We have not priced a CNaVT substitution as though it were a universally interchangeable integration package.
What this means for learners
Build a budget in the same order that the obligations and invoices arise. Start with your DUO letter, required components and PIP where applicable. Then obtain the funding decision. Only after that should a school's price become a meaningful comparison.
Ask for a quotation showing your assessed starting level, the proposed endpoint, scheduled teaching minutes, independent study expectations, materials, internal assessments, official examination fees and terms for leaving or repeating a stage. A course promising preparation still needs to specify what support is included.
Keep three records: total contracted expenditure, costs payable immediately from household cash, and financed invoices that create debt. A loan reduces the immediate payment burden but does not necessarily reduce the eventual cost.
For self-paying learners, use the actual required-component list to calculate examination charges. Add tuition stages and uncovered materials, then household travel and childcare after any confirmed assistance. Add paid retakes only as a clearly labelled contingency. Keep borrowing interest separate from the course price.
For asylum status holders under the municipal system, first establish which course and examination attempts the municipality funds. Confirm any extra charge before buying private support. For asylum borrowers under the older regime, check the current restoration guidance and personal correspondence rather than relying on an old repayment summary [6].
Before buying exam practice, try official materials. IND confirms that DUO offers free integration practice examinations [8]. Use them to identify where paid feedback would help. Our Dutch tutor directory can help compare suitable individual support.
The largest useful saving may come from avoiding an unnecessary course stage, an examination already covered by an exemption, or a poorly specified contract. Those possibilities require an accurate starting assessment and confirmation of your requirements, rather than a generic “complete inburgering” price.
What we could not verify
We could not establish a representative national average or median out-of-pocket cost. The retail examples are selected published offers, and municipal procurement averages measure a different transaction.
We could not verify the clock-hour duration of Voorwaartz's half-day sessions from its price page [3]. We therefore did not convert those packages into a comparable hourly rate. We also could not confirm that every worked pathway includes all KNM teaching a particular learner might need.
We could not determine an individual reader's borrowing entitlement, repayment amount, approved course hours, travel assistance or childcare benefit. These depend on personal circumstances and administrative decisions.
We could not verify personal refund dates within DUO's asylum-status restoration programme. The published notice promises correspondence during autumn 2026 and explains that the action takes time [6].
Finally, none of the worked course totals proves that a learner will reach the advertised endpoint without additional instruction or retakes. The calculations expose the cost of the stated pathway; they do not predict individual learning outcomes.
