Diplomats and NGO staff who want a structured path with people in similar jobs tend to land here. It is less suited to someone who wants only free conversation practice or who cannot commit to a course rhythm at all.
Kickstart Language School covers A2 to B2 in The Hague and is popular with expats for small groups and strong NT2 and inburgering preparation. If your goal is an exam rather than small talk, this is a reasonable fit. It is a weaker fit if you are a complete beginner, since it does not list A0 or A1.

Free and low cost options worth knowing
Taalunie is the international regulatory body for Dutch, founded in 1980 by the Netherlands and Belgium, with Suriname as an associate. It is not a course provider. It is useful for spelling, grammar and policy questions, and for understanding what standard Dutch actually is.
Genootschap Onze Taal has existed since 1931 and runs the free Taalloket Q&A desk, publishes the journal Onze Taal, and issues official taaladvies with Taalunie and INT. Again, not a course. Treat it as a reference desk when a teacher or colleague corrects you and you want to know why.
Dutch Language Cafe The Hague is a dedicated cafe with daily Dutch conversation events and speed exchanges, popular with expats, A1 to B2, in person. For a diplomat who can only show up twice a month, this is often the most realistic speaking practice. It will not replace structured grammar work.

What level to aim for
Inburgering under the 2021 Civic Integration Act, with the obligation running from 1 January 2022, sets the standard route at B1, with exams in reading, listening, writing and speaking plus KNM. A municipality can allow A2 after substantial effort, and older obligations used A2. Naturalisation requires A2 in 2026, with a move to B1 planned but no confirmed start date.
